The money received under Section 261 must go towards:

• making polling places, including the path of travel, accessible to individuals with disabilities. The polling place must be accessible to all people with disabilities including the blind and visually impaired. People with disabilities must have the same opportunity for access to polls as other voters. Additionally, those with disabilities must be able to participate in the voting just as everyone else, with privacy and independence.

• providing information to those with disabilities about the accessibility of the polling places. Recipients of HHS's HAVA money must also conduct outreach programs to inform individuals about the availability of accessible polling places. They must also train election officials, poll workers, and volunteers on how best to promote the access and participation of individuals with disabilities in elections for federal office.

Nonprofit organizations can ensure that those state and local governments receiving money through Section 261 of HAVA fulfill the terms and conditions of payment as laid out above.
