Recent scandals involving lobbying firms and Congress have brought a lot of attention to laws and rules that regulate registration and disclosure by lobbyists at the federal level. These rules sometimes require nonprofits, businesses and other organizations to disclose what their lobbying costs are. These disclosure laws do not limit how much lobbying nonprofits can do or prohibit nonprofits from participating in public policy debates.
